Monitoring of the Level of Environmental Pollution in the Plant’s Zone of Impact


In pursuance of clause 3.2 of the Roadmap for Ensuring Environmental Safety in the Manufacture of Products, an agreement was concluded with the environmental pollution monitoring service of the Uzgidromet of the Republic of Uzbekistan.

In October 2019, the laboratory for monitoring atmospheric air pollution of the Uzgidromet took samples of atmospheric air in the plant’s zone of impact. Laboratory tests (measurements) were carried out to determine primarily the content of nitrogen dioxide, hydrogen fluoride and ammonia in the atmospheric area. That is, the substances mentioned in Decision No. 2 on the results of public hearings dated July 30, 2019 due to their exceedance of the established limits of maximum permissible one-time concentration (MPC OT) in the atmospheric air in the immediate vicinity of our plant by 22.4 times for nitrogen dioxide, 6 times for ammonia, and 4.2 times for hydrogen fluoride.

On November 4, 2019, the analysis of the selected samples was completed and Report No. 24 was approved, according to which the exceedance of the MPC OT for the above-mentioned substances in the atmospheric air in the plant’s zone of impact was not confirmed.

On November 19, 2019, the laboratory for monitoring atmospheric air pollution of the Uzgidromet performed the second sampling of atmospheric air in the plant’s zone of impact. Laboratory tests (measurements) were carried out to determine primarily the content in the atmospheric air, primarily the content of nitrogen dioxide, hydrogen fluoride and ammonia in the atmospheric area. That is, the substances mentioned in Decision No. 2 on the results of public hearings dated July 30, 2019 due to their exceedance of the established limits of maximum permissible one-time concentration (MPC OT) in the atmospheric air in the immediate vicinity of our plant by 22.4 times for nitrogen dioxide, 6 times for ammonia, and 4.2 times for hydrogen fluoride.

On November 21, 2019 the laboratory for monitoring atmospheric air pollution of the Uzgidromet completed the analysis of samples taken in the plant’s zone of impact and approved Report No. 25, according to which the exceedance of the  MPC OT for the aforementioned substances (nitrogen dioxide, ammonia and hydrogen fluoride) in the ambient air between areas A and B of the plant (point No. 1), as well as within the plant’s premises (point No. 3) was not confirmed.

The only place where an insignificant exceedance of the MPC OT for nitrogen dioxide was recorded is point No. 2 on the city motor road.

According to the Descartes Labs map of images of the main sources of nitrogen dioxide (NO2) on the globe, nitrogen dioxide is retained in the atmosphere for a short time, which excludes the possibility of its wider spread from emission sites. Therefore, its emissions are mainly concentrated near cities and on roads crowded with cars.

Currently, a road bridge is being built across the railway crossing on Yakubov – Kipchok streets, and the entire traffic flow has been redirected along Khanabad street, located in the immediate vicinity to our plant. It should be noted that this street was already overloaded, due to the presence of more than 200 enterprises, logistics and wholesale trading depots in this industrial zone. Therefore, the reason for the recorded insignificant (1.2 times) exceedance of the MPC OT for nitrogen dioxide on this city motor road becomes obvious (point No. 2).

On July 16, 2020, the laboratory of the department for monitoring emission sources into the air of the Tashkent Regional Office for Ecology and Environmental Protection completed the analysis of samples taken from the plant’s industrial emission sources No. 76, 12 and 42 and approved Protocol No. 74, according to which the actual values ​​of the emission parameters comply with the standards.

On August 29, 2020, tests (measurements) of atmospheric air samples were carried out in the plant’s zone of impact.

The laboratory for monitoring atmospheric air pollution of the Uzgidromet completed the analysis of atmospheric air samples taken on September 28, 2020, during working hours from 09:50 to 11:40 local time, in the plant’s zone of impact and approved Report No. 22, according to which there was no exceedance of the MPC OT limits for the aforementioned substances (nitrogen dioxide, ammonia and hydrogen fluoride) in the atmospheric air between areas A and B of the plant (point No. 1), within the plant’s premises at the scrap metal processing area (point No. 2) and at the stadium built by the company at the request of residents of the makhalla in the immediate vicinity of the plant territory fence (point # 3).

On September 8, 2020, the laboratory of the department for monitoring emission sources into the air of the Tashkent Regional Office for Ecology and Environmental Protection completed the analysis of samples taken from industrial emission sources No. 76, 12 and 42 of the plant and approved Measurement Report No. 111, according to which the actual values ​​of the emission parameters comply with the standards.

August 19, 2021.
Tests (measurements) of atmospheric air samples were carried out in the zone of influence of the enterprise.
The laboratory for monitoring atmospheric air pollution of Uzhydromet has completed the analysis of atmospheric air samples taken on 08/19/2021, during working hours from 10:30 to 16:00 local time, in the zone of influence of the enterprise and approved Act No. 18 of 08/20/2021, according to which the excess of the standards of MPCm.r. for the above substances (nitrogen dioxide, ammonia and hydrogen fluoride) in the atmospheric air between territories A and B of the enterprise (point No. 1) was not observed and characterizes a low level of pollution.

On October 29, 2021, the laboratory of the department for monitoring sources of emissions into the atmospheric air of the Tashkent Regional Department for Ecology and Environmental Protection completed the analysis of samples taken from industrial sources of emissions No. 6,12, 42, 57, 74 and 76 of the enterprise and approved the Measurement Protocol No. 29/10-03, according to which the actual values of the emission parameters comply with the standards and exceedances of the MPI standards were not detected.
